Manuel has served in Miami-Dade County’s Water and Sewer Department for the past 15 years in a variety of roles in Planning, Capital Improvement, and Operations and Maintenance stemming from his process engineering background in water and wastewater treatment.

Manuel has been actively involved in numerous collaborative design build models with Miami-Dade and will share with us the county’s experiences with specific models.

Manuel holds a Bachelors of Engineering in Chemical Engineering, a Master’s of Science in Environmental Engineering and a Doctorate in Philosophy in Civil Engineering. His research has been focused on biosolids and its applicability in utility management. He is a Registered Professional Engineer in Florida and also an Envision Sustainability Professional.

Manuel has received the Eagle Scout Award, serves as utility liaison in FWEA’s South Chapter, and mentors the University of Miami Chapter of Engineers Without Borders.
