Ellen Frketic

Ms. Ellen Frketic began her Maryland Environmental Service (MES) career in 1988 as a project manager in the water/wastewater group and was promoted into her current position of Division Chief of Water and Wastewater Engineering in 1998. MES operates and maintains 138 private, municipal and county plants several shared-use facilities as well as 90 state-owned plants at correctional facilities, health facilities, rest areas and State parks. MES consists of 850 employees dedicated to these projects and are available on a 24/7 basis to respond to customer needs to deliver a quality operation at a very efficient price.

Ms. Frketic oversee a staff of engineers, construction inspectors, field inspectors for biosolids landspreading operations, and scientists working on treatment plant upgrades, I&I studies, water audits, stormwater pollution prevention plans and inspections. She is responsible for the annual capital budget for improvements to State water/wastewater systems, which includes providing testimony at legislative budget hearings. She is also responsible for the preparation of proposals and obtaining new projects for our Division, much like a consultant in the private sector. Her expertise is in wastewater treatment, but she also has experience in sanitary collection system evaluation and rehabilitation, stormwater management, water treatment and distribution, project and construction management, development of utility master plans, and biosolids management. Ms. Frketic holds a BS in Civil & Environmental Engineering from Clarkson University
